ITANAGAR, Jul 04: All Tawang District Students’ Union (ATDSU) while paying homage to the martyrs of 1962 war has questioned the silence of the government. Terming it a forgotten war it said that on the 50th year after the war, there is not even a message from New Delhi and Itanagar in honour of the war heroes.
Why have UPA govt and our state govt forgotten that it has been 50 years since the war, the students union asked.
The great sacrifice of our soldiers should not be forgotten, the students union added.
It further said that Army is yet to come up with a permanent structure even after 50 years even though the it has occupied most of the district’s land.
On the silence of the media, it asked whether it was interested only in raising issues against small countries like Pakistan and Bangladesh?
It thanked an NGO Yuva Arunachal for organizing the 1962 Martyr’s Soccer tournament in collaboration with Indian Army.
MLA visits rain-
ITANAGAR, Jul 04: Itanagar MLA Techi Kaso along the CO has visited various flood ravaged areas of Capital, including Yupo, Chandranagar market line, Ganga Market, Akashdeep, Abotani Colony and Kime Colony to take stock of the damages caused by torrential rain on July 2 night.
During its spot visit, the MLA found that around 200 families were affected and good number of shops in Ganga Market damaged by the gushing drain/nallah water in the Capital. Flash flood also caused damage to many retention walls and dwelling houses in many other locations in Capital, said Kaso in a release.
The Capital DC also visited Damsite and various other locations in Naharlagun area to have first hand information of the flood damage.

ABSU appeals for shifting of JNV
ITANAGAR, Jul 04: All Bogong Students Union (ABSU) has appealed to the East Siang Deputy Commissioner to shift the Jawahar Navodaya Vidhyalaya (JNV) from the proposed site of upper campus of JN College to somewhere in rural areas.
In its letter to the Deputy Commissioner, ABSU said that establishment of the Vidyalaya at upper campus of JN College would not only create chaos, disturbances and indiscipline amongst the students but also create problem for future expansion of the proposed State University, the site for which has also been proposed within the JNC campus.
It further reasoned that the said unit of JNV has been sanctioned for rural areas whereas the present proposed site for establishment of the school falls under urban area.
Claiming encroachment of college land by local residents, ABSU also urged the DC to take strict action against the encroachers and evict them immediately.
AAPTWA for fair recruitment
ITANAGAR, Jul 04: All Arunachal Pradesh Tribal Welfare Association (AAPTWA) has appealed to all the deputy commissioners and superintendents of police to conduct recruitment drive of APPBn/IRBn with transparency and without political interference.
The Association said they will not tolerate any kind of corruption and political interference in recruitment into armed forces since it involves security of the state. The Association further urged the Govt to increase seats in ST category for the same recruitment drive.

ITANAGAR, Jul 04: All Mara Baririjo Area Students Union (AMBASU) has called for posting of allopathic and homeopathic doctors at PHC Baririjo for the benefit of poor citizen. Demand for early commencement of college
ITANAGAR, Jul 4: The various students union of Upper Subansiri, including All Upper Subansiri District Students’ Union and community based students unions have demanded the State Government and the authorities concerned to start the Govt College Daporijo from this academic session.
The student unions said that a meeting was held by the district administration last month regarding establishment/commencement of the college in which it was decided that the college would temporarily start functioning from the Government Hr. Sec. School, Daporijo from this academic session. But, there is still a lot to be done for commencement of the college as the authority has not yet posted any staff for the college, the students unions said.
Criticizing the authority responsible for the delay in commencement of the college, they demanded the state government to give privilege to the students of Upper Subansiri in getting admission in other colleges of the state as admission date of all the colleges is supposed to be closed in this month.
NYC training on artificial flower making
ITANAGAR, Jul 4: National Youth Project of Arunachal Pradesh, a partner institute of Indian Institute of Entrepreneurship (IIE) Guwahati under Ministry of Micro, Small and Medium Enterprises has started a 30 days training programme for 60 unemployed youths on Artificial Flower Making and Woolen Garments Manufacturing at its Chandanagar centre here today.
The inaugural function was attended by Lamai Tingwa and Kissume Namchoom, NYP Coordinator along with Master Trainer Subu Anga.
Certificates to all the successful trainees would be given on completion of the training besides providing handholding support for establishments of their own unit or support for self employment.

Mena achieves yet another milestone
ITANAGAR, Jul 04: Everester Tine Mena achieved another milestone by successfully climbing the Mt. Indrasen. Mena (deputy team leader) along with team leader Bandana Gurung from Darjeeling and member Shanti Rai from Sikkim reached the mountain peak with an altitude of 6221Mt in Himachal Pradesh on June 19 last.
This was Mena’s second summit after she scaled the Mt. Everest last year.
While congratulating Mena for her rare achievement, Director, Sports and Youth Affairs D.K. Dinglow, informed that Arunachal Pradesh has huge potentials in adventure sports like mountaineering, river rafting, para gliding, para sailing, trekking etc. He opined that if the adventure sports is taken up seriously, then unemployed problem in the state would be solved to a great extent through creation of self employment avenues.
The expedition was conducted by Indian Mountaineering Foundation, (IMF), New Delhi.

Tacho calls for helicopter service to evacuate stranded people
Nature’s fury in Dibang Valley
ITANAGAR, Jul 04: Urban Developmen, Housing, Town Planning and Fisheries Minister and Anini MLA Rajesh Tacho has appealed to Chief Minister Nabam Tuki to press helicopter into special service between Itanagar and Anini to evacuate stranded people and medical patients from the district.
“The torrential rain for the last one month has caused heavy landslides and road blockades in various important locations of highways connecting Anini to other parts of the state. Heavy rain has also caused extensive damage to lives and properties in major parts of Dibang Valley district. The BRTF road between Roing and Anini which is the lifeline of the district has completely been damaged in various points. Many small bridges along the road have also been washed away and the district remained cut from rest of the country,” Tacho said in a letter written to CM.
He further added, “Now essential ration commodities and life saving drugs have fallen short in the district. There will be tremendous food crisis in the district if the situation does not improve. Apart from this, the patients suffering from serious ailments need to be evacuated immediately for safety of their lives. A huge number of people, including students studying in various places have been stranded at Anini because of road blockade.”
Tacho further claimed that there has been no electricity and telephone connection
in the district for the last one month. However, a couple of days ago the district
administration had claimed that electricity supply from Awapani and Chini-
“Keeping in view the problems being faced by the people of Dibang Valley, there is urgent need to arrange special Helicopter service from Itanagar to Anini twice in a week preferably on Wednesday and Saturday to evacuate the stranded people and patients with serious aliments from the district,” the leter added.
AAPSU urges Centre for adequate flood relief fund
ITANAGAR, Jul 04: All Arunachal Pradesh Students’ Union (AAPSU) today appealed to the central government to release adequate fund for relief assistance to the flood affected people of the state.
Arunachal has witnessed disaster and natural calamities due to heavy torrential rain in recent time, AAPSU said in a release.
While pointing out the reports of roads snapping, damages of houses and washing
away of properties including livestock, loss of precious lives, inundation of agricultural
fields due to flood water and land slide triggered by heavy down pour, the Apex
Students body urged the Central Govt to pay attention to the suffering people of
flood-
People of Arunachal Pradesh like its neighboring state Assam also needs to be equally treated and Centre should pump in adequate fund to cope with the present situation, it said.
The apex students’ body also called upon the state government to be pro active and pursue the union government for relief fund. The people of the state face the wrath of the nature’s fury every year and are always at the receiving end. The government needs to restore the road link to district and circle headquarters, outpost that have been disrupted by heavy rain and landslide, AAPSU said.
Meanwhile, AAPSU denounced the remark made by a Punjab Congress MLA Ajit Singh Mofar that stray dogs be sent to North East for “whatever they do them.”
The derogatory remarks of the MLA with racial tone shows his attitude towards the people of North East, AAPSU said and condemned the it in strongest term. “Mofar must be booked. He needs to tender a public apology before entire people of the North East,” the Union said.

A political act in the name of higher education

As many innocent souls eagerly awaits ‘grand’ opening of the first private university
at Zio, the district headquarters of Lower Subansiri, there are some ‘enlightened’
souls who are engaged themselves in somewhat hot debates in the social sites. Facebook
seems to be the top runner. An impression that comes out of my participation is that
the facebookers on the issue are more or less equally divided. Another not-
Initially, the World Institution Building Programme proposed Arunachal Pradesh University of Vocational, Technological and Medical Sciences. With the change of government, the nomenclature was changed to Indira Gandhi Technological and Medical Sciences University. The bill for the establishment of IGTMS University was passed by the Fifth legislative of Arunachal Pradesh, which was assented by the Governor in the month of May, 2012.
The state government, under VII Schedule of the Constitution, is within its legislative competence to make an enactment regarding incorporation of a University. However, it is the responsibility of the Parliament to ensure that proper standards and uniformity are maintained in institutions for higher education or research in whole of the country. It was with the objective of achieving the aforesaid object that the Parliament has enacted the University Grants Commission Act in 1956. The UGC, for all practical purposes, regulates the standards in institutions for higher education or research in India by laying down rules and procedures from time to time. Therefore, it is only imperative that any institution of higher learning in any part of India has to conform to the rules and regulations established by it.
The UGC Model Act for the universities stipulates that there shall be the Visitor, the Governor of the State to discharge the constitutional responsibilities relating to the State University, and carry out recommendations of the Council of Ministers but with the powers of discretion and judgment in various functions relating to the University, including appointing the Chancellor/Vice Chancellor. There is no provision for Visitor in the IGTMS University. The President of India is the Visitor of Rajiv Gandhi University. The Assam Private Universities Act, 2007 empowers the Governor of Assam, as the Visitor of the university, to preside at the convocation of the University for conferring degrees and diplomas, and to call for any paper or information relating to the affairs of the university.
Under the Assam Private Universities Act, 2007 the Chancellor is appointed by the sponsoring body with the approval of the Visitor. Interestingly, the President of World Institution Building Programme, without any requirement of qualification, is the Chancellor of the IGTMS University, Ziro. As per the Global Open University Nagaland Act, 2006 the Governor of Nagaland shall be the Chancellor of the University. The then Arunachal University had the Governor of Arunachal Pradesh as the Chancellor, and the University presently is having Professor Mrinal Miri, world known philosopher and educationist as its Chancellor.

Reciprocity with no preconditions is the basis of any tribal society. We have the tradition of giving many things without expecting anything in return. True to their tradition the people of Bullo, Mudang, Tinyo and Takhe clans of Hong village have donated 150 hectares of land for setting up of the University without any condition attached. Given the limited land resources in Ziro Valley, the market value of the donated land would run into crores of rupees. The land donors will be within their reasonable limit to expect something in return.
It is learnt that local politicians have promised contract works and employment opportunities
once the University is established in lieu of compensation. But the Act of the University
does not speak explicitly about the reservation to be given to the land donors or
the local people. Section 20; sub-
The spirit of parliamentary democracy demands that the Legislature represents the voice of the people. Therefore, law warrants legislative action in enacting the Act for the establishment of a University. The Act is a public declaration to the effect that the representatives of the people are satisfied with the bonafide of the management, which would control and supervise the private University. But unfortunately, our representatives seem to have reposed too much confidence on the management, the World Institution Building Programme in this case. The President of the WIBP has overriding power in the management of the University with no or very little State control.
The Act provides for incorporation of just four representatives from the State government-
It is very difficult to comprehend that the Act was passed in the Legislative Assembly after being vetted by the Law, Legislative and Justice Department. The Act is almost a carbon copy of the one prepared by World Institution Building Programme. The Governor may not have had used his discretion as provided in the Constitution. Is it representation or misrepresentation of the wishes of the people? Our representatives have failed to judge the mood of the people and opposition political parties. BJP’s National General Secretary Tapir Gao had raised serious concerns about the pace at which education sector is being commercialized in the state. A local daily quoting Mr Gao reported, “60 legislators seemed to have jumped the gun. Credentials of World Institute Building Program (WIBP) have come under scanner many times in last one decade for various fraudulent acts of omission and commission.” From the Treasury bench, the former Chief Minister, Jarbom Gamlin stood for some sort of State control over the functioning of the University.
In 1986, when the State of Arunachal Pradesh Act was being introduced in the Legislative Assembly, every member kept silent except Tapum Jamoh, a PPA MLA from Pasighat. Till today we are facing the consequence of the blunder our representative committed some 25 years ago. For example, legally and constitutionally Arunachal Pradesh is a home of 16 Scheduled Castes; there are only 12 Scheduled Tribes listed in the Act of 1986. These are yet to be rectified.

There are hundred of courses being offered by the Institutes under WIBP, which are affiliated to Global Open University Nagaland. Then what does the Global Open University do? It is learnt that most of the works of the University are being done from New Delhi. Then what is the use of opening University in Nagaland? Hopefully, the Indira Gandhi Technological and Medical Sciences University, Ziro does not remain an instrument to issue certificates in the name of some institutes outside our State.
The Act in question seems to be a political ‘act’ rather than legislative action.
Such kind of politically manipulated Act could not have been possible without the
active or tacit support of some of the political leaders. Without getting too much
into the political actions, let me jump to legal and rational side of the issue.
The then Advocate General of Arunachal Pradesh, Nilay Dutta, dated July 1, 2008,
had recommended that “a far more indept analysis of the MOU as well as the courses
offered by the NGO are made by the experts in the State Government”. In para 5, he
noted that “though medical science has been mentioned in the proposal, it has specifically
been made clear by the NGO concerned that they do not have the funds to introduce
the medical course. As such it is evident that they have no specific proposal for
establishment of a medical course”. My simple question to the Government of Arunachal
Pradesh-
Personally speaking, opening a medical college is much more difficult than generally perceived. Politicians may promise all roses with or without thinking that roses also have thorns. The University promises that it will start B.Tech. and M. Tech. programmes from the next academic session. Every reasonable thinker will be doubtful about their promise, as even the necessary land development has not taken place. When will they construct infrastructure and recruit faculty? At the most the University may rum from a Makeshift Campus. The State of Arunachal Pradesh is already known for makeshift and even mobile colleges. No true Arunachalee would love to see a university campus that looks like one of them.
Sometimes miracles do happen. Let us be positive and pray for the miracles to happen. Let’s end with a question: will the Act stand legal scrutiny if somebody seeks judicial intervention? Who is withdrawing my money?
Dear Editor,
This is regarding withdrawal of an amount of Rs 25798 (Rupees Twenty five thousand and seven hundred ninety eight) only in total from my Saving Account at SBI, Itanagar by some unknown person on 20/06/12.
Few days back, I went to the SBI ATM counter at Itanagar to withdraw some amount from my Saving Account. But, to my utter surprise, the balance at my account was almost nil.
On enquiry from the Bank authorities at SBI, Itanagar, I was given the statement of my account where it was shown that money was withdrawn on 20/06/2012 with my nineteen digits ATM No which was reflected on the statement.
From then, I came to know that amount of Rs 64,890 & Rs 25000 respectively too were also withdrawn from the saving accounts of two other people at Akashdeep SBI, Branch & Itanagar Branch by some unknown persons.
Now, I would like to ask the SBI, Itanagar Branch authorities, who are the custodian of our hard earned money, as to how these activities are going on in their Bank.
Also, let the authorities know that for such activities the concerned bank cannot be absolved from the responsibilities.
The money deposited in our saving accounts now seems to be very insecure and so, I request all the fellow account holders to give serious thought on it and fight out to nab the culprits behind such activities.

Growing number of jobless youths have become a major problems not only for the
Govt but for every family as well. Countless educated unemployed youth are running
from pillar to post for Govt jobs or for a favour to take up self-
Therefore, it is time Govt servants also think about the plight of unemployed youths and pave way for them.
I would also like to request the both Central and State Govts to reduce the service period of Govt employee to 55 or 58 years. This will help reduce the unemployment problem and pave the way for large number of unemployed youth to serve the state or nation.

Establishment of NIT in Arunachal Pradesh was indeed a big boost for aspiring youths of the state for higher studies and job opportunity. But alas!
Why have the NIT authorities arranged the recruitment venue at West Bengal in place of the present site Yupia?
Don’t they want the educated and deserving candidate to be at recruitment venue for the interview?
I don’t find any logic in conducting the interview outside Arunachal other than increasing the cost/expenditure of whole interview process.
If they feel the lack of experienced interviewers in the NIT, Yupia, they can seek help from NERIST (Deemed University) and IIT, Guwahati.

Through your esteemed daily, I would like to thank NESO President, General Secretary, All members of ASSU, and Guwahati students union as without their help and support we would not have gotten back our hard earned money.
Last year we took an admission in BFIT (Baba Farid Institute of Technology) Dehradhun through one broker named Dr Pankaj Shadanidhar from Assam.
After taking admission we realized that the college was not recognized/affiliated therefore we withdraw our students from there a day after the admission.
The college authority of BFIT promised to return the money within 15 days, but whenever we called, they gave us false promise.
Later on through advertisement in the paper we came to know that there was education fare at Guwahati in which BFIT was participating.
We approached NESO secretary general to help us to recover our money and with their help and support we got back our money back.
I would like to request all the students who are taking admission in private colleges to check the affiliation and approval, before taking admission. No one should suffer and fall prey to any of the fake colleges.

Hospital and hygiene
Dear editor,
I would like to draw the kind attention of the authorities regarding the lack of cleanliness of State Hospital Naharlagun.
Toilet of male/female wards are in a horrible state. Staircase, rooms needs thorough cleaning. If proper sanitation is not maintained, patient instead of getting well will get infected. Sweepers must be asked to perform their duty. If their numbers are less, alternative arrangement must be done. Clean and hygienic place is a safe place.

RTE and schools
Dear Editor,
A week earlier I wrote to you regarding RTE and many a times articles have been published in your esteemed daily but still there is no action regarding admission fees taken at various Govt schools of Likabali.
Even the General Administration is sleeping. A fresh student taking admission at Govt Middle School Lipu/Liru have to pay Rs.450/ as admission, examination, furniture, national festival, peon and Miscellaneous fees.
There are nearly 500 students at GMS Lipu, Likabali and the total collection goes to Rs 2.25 lakhs approx.
Does the Headmaster or the department or the local administration have the right
to collect this huge amount? The monthly salary of the Peon in the school is Rs 1500
per month, then the total amount paid to peon in 12 month is Rs. 18000/-
If a Govt. School can collect such huge amount from students then why and how RTE act is implemented and whether School under Likabali is exempted from RTE?

Laws and social realities
India is one of the few jurisdictions where the laws that govern marriage, divorce, maintenance, inheritance and adoption are based on religious affiliation. Separate laws have also meant that amendments to the laws of any one religious group affect only a section of the population and changes for the better also move at different speeds. Although parties can always opt for the secular Special Marriage Act, the religious law is often the one applied de facto.
The recent amendments made to the marriage laws in India recognize that the existing
legal frameworks were inadequate. It also admits to a rather mind-
After all, the 1978 Indian Law Commission Report had spoken in favour of these reforms almost 32 years ago. Likewise countless Supreme Court and High Court judgments had consistently echoed the demand for these reforms over the past three decades. Finally, the Law Commission on its own took up the issue again and submitted the suo moto report in 2009. This seems to have propelled the amendment through, giving the matter the necessary final push.
Leaving the question of legislative delay aside, the question remains as to whether the amendment addresses the two main problem areas of divorce law: The balancing of rights of all the parties involved in a divorce and the welfare of the children after a divorce. In both these areas codified Hindu law has had mixed results till now.
While the amendments are a step in the right direction, the loopholes that remain perhaps call for a more coherent reading of what rights need to be secured for all the parties involved in case a family unit breaks down. There is still a gap between the law as it exists in the statute books and everyday realities.
